Packer Milling and Retrieval tools provide a means of milling and recovering packers in one run. As a general rule, permanent packers are milled with a packer shoe that has an ID that is 1/16-in. bigger than the OD of the mandrel and an OD at casing drift. After milling down to the top slips the packer can usually be pulled from the well. For retrievable packers that will not release, it is recommended to run a shoe with a large ID and an OD at drift. With retrievable packers, it is normal to mill down to the top slips before the packer can be pulled. There are two categories of packer recovery tools: one type engages the top of the packer and the other engages the bottom. Itco spears and taps engage the top of the packer while mechanical or hydraulic PRTs run below the packer into the millout extension and engage the packer from the bottom. Boot Baskets and jars are recommended in all packer milling and recovery operations.

Pendapatan Migas Blora Turun 36,67 Persen

BLORA, RABU — Pendapatan daerah bagi hasil minyak dan gas bumi Kabupaten Blora turun 36,67 persen. Pada 2007, Kabupaten Blora memperoleh bagi hasil berdasarkan perhitungan lifting atau minyak mentah siap jual sebesar Rp 3 miliar, sedangkan pada 2008 Rp 1,9 miliar.

Kepala Dinas Pendapatan Daerah (Dipenda) Kabupaten Blora Heru Sutopo, Rabu (21/1) di Blora, mengatakan tidak mengetahui secara pasti faktor penyebab penurunan itu. Dipenda hanya menerima bagi hasil itu sesuai besaran yang ditentukan Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (BP Migas) tanpa ada keterangan.

"Sebenarnya, kami mempertanyakan penurunan itu mengingat harga minyak sempat melambung tinggi. Namun, tidak ada penjelasan apa-apa dari BP Migas," kata dia.

Heru memperkirakan salah satu faktor penyebabnya adalah kesalahan BP Migas dalam menghitungkan lifting. Saat ini, kasus selisih perhitungan itu masih dalam penyidikan Komisi Pemberantasan Korupsi.

Pada medio 2008, Indonesia Corruption Wacth (ICW) dalam kajiannya menduga ada perbedaan signifikan antara realisasi penerimaan minyak dalam APBN dan penerimaan yang seharusnya. Dalam perhitungan ICW, terdapat selisih hingga lebih dari Rp 194 triliun selama tahun 2000-2007. Perhitungan itu antara lain didasarkan data primer dari Departemen Energi dan Sumber Daya Mineral (ESDM) dan hasil audit Badan Pengawas Keuangan (Kompas, 10 Juli 2008).

"Sebenarnya, hampir setiap perwakilan daerah tidak terima mendapat bagi hasil yang lebih kecil ketimbang tahun kemarin," ujar Heru.

Meskipun begitu, Dipenda tetap berupaya mendongkrak pendapatan di sektor migas. Misalnya di bidang pengelolaan sumur-sumur minyak tua yang mulai diminati sejumlah koperasi unit desa dan investor.

Berdasarkan inventarisasi PT Blora Patra Energi tahun 2008, terdapat 608 sumur yang tersebar di enam kecamatan, yaitu Kecamatan Kunduran, Todanan, Cepu, Jiken, Jepon, dan Japah. Dari jumlah itu, baru 137 sumur yang ditemukan dan akan diolah.

Secara terpisah, peneliti senior Lembaga Penelitian dan Aplikasi Wacana (LPAW) Blora Kunarto Marzuki meminta Dipenda mengawali gerakan transparansi pengelolaan migas dengan meminta kejelasan bagi hasil migas ke BP Migas. Misalnya terkait hitung-menghitung bagi hasil dan faktor penyebab penurunan.

"Dipenda dapat mengklarifikasi penurunan pendapatan migas itu melalui pendekatan atau lobi. Bahkan kalau BP Migas tidak memberi informasi itu, Dipenda harus berani bersitegang atau menuntut lebih. Pasalnya uang itu adalah uang rakyat," kata dia.
